Managing Partner

As managing partner of EBS Capstone, Mr. Rooney specializes in advising employers on group health, life and disability benefit funding methods, plan design, cost containment, flexible benefits, and state and federal compliance issues. Over the past 18 years, Mr. Rooney has had extensive experience in the area of managed care, specifically developing plans for multi-state employers and negotiating pricing with various managed care companies.

Mr. Rooney began his career in the group insurance sales division of Metropolitan Life Insurance Company in Boston. Prior to forming EBS Capstone in 1997, he was Senior Vice President of employee benefit services for Minet Insurance Brokers.

As a registered representative with LPL Financial, Mr. Rooney also helps plan sponsors design and implement 401(k) plans and other qualified retirement programs.

Mr. Rooney holds a Certified Employee Benefit Specialist (CEBS) designation, the most widely recognized and highly respected designation in the employee benefits field, and is an active member of the New England Employee Benefits Council. He received a B.A. in History and Economics from Harvard College. He is a frequent speaker on employee benefit topics for organizations like the Health Insurance Association of America, the International Society of Certified Employee Benefit Specialists and the New England Employee Benefits Council.

In addition to holding the CEBS designation, Mr. Rooney has been an instructor at Boston University's Metropolitan College and Suffolk University, where he has taught CEBS classes covering a variety of topics including managed health care and flexible benefit programs. He is currently enrolled in the American College Chartered Life Underwriter (CLU) and the Chartered Financial Consultant (ChFC) programs.

In addition to his role as managing partner of EBS Capstone, Mr. Rooney is an active member of the Board of Directors for the Boys' and Girls' Clubs of Boston and a member of the advisory board of the South Boston Clubhouse. He is also the Founder and Trustee of the EBS Capstone Star Scholarship Program, awarded bi-annually, to a talented student who demonstrates a commitment to helping others in their community. For several years Mr. Rooney has also served on the advisory board for United Benefit Advisors, an alliance of the nation’s premier independent benefit advisory firms.

Paul currently resides in Milton, Massachusetts with his wife Lisa, their daughter Alexandra, and their sons Nicholas and Will.
